The are actually a few different kinds of bots out there. There are a couple that run as scripts, that don't have the "ability" to analyze reports and stop attacking someone. He's probably a first time user trying one of those.

I'd just like to say though that it is quite possible to make the top 10 raiders in a week without using a bot. You just need multiple players on an account all be responsible. Now someone who makes it to the top each and every week, well that I'm not sure about. I wouldn't know.
